Experience

Anthony T. (Tom) Caso served as Chief Counsel for Pacific Legal Foundation and has nearly 30 years of experience successfully litigating cases as lead counsel at every level, including the United States Supreme Court (Keller v. State Bar of California, 496 U.S. 1 (1990)). He has built his career on managing litigation, especially at the appellate level, dealing with complex constitutional, administrative law, and statutory questions.

In addition to his own direct litigation experience, Mr. Caso has more than 20 years experience in assisting talented attorneys navigate their way through the maze of the appellate process. He has helped attorneys from recent graduates to seasoned practitioners put together winning presentations before the California and United States Supreme Court in a number of cases including Rapanos v. United States, __ U.S. __, 126 S.Ct. 2208 (2006); Palazzolo v. Rhode Island, 533 U.S. 606 (2001); and Suitum v. Tahoe Regional Planning Agency, 520 U.S. 725 (1997). This work included helping attorneys to craft the questions presented, create a theme for the briefs, prepare persuasive and clearly written briefs, and prepare for oral argument.

With his experience at Pacific Legal Foundation managing complex litigation on constitutional questions and his experience as an Associate Clinical Professor of Law teaching students how to file briefs in the U.S. Supreme Court, Mr. Caso is uniquely qualified to assist you with your appellate project.
